When installing a powered wiring harness like # 118488 you will want to have the fuse out of the fuse holder (inserting it is the last step) and have the negative battery cable disconnected. Then you will make the connections at the tail lights, route and connect the power wire. Then reattach the negative battery cable. And finally insert the fuse.

This is the first time I have heard of this issue on the Thule Sidearm. The first thing I recommend checking is that the locks are seated all the way into the housing. Use the change key, # 853-1251 if you need it, to pull the locks out and put them back in.
